2.5 Alternative 4A: <br />North - SR 903 <br />Alternative 4A was developed to explore <br />whether improvements outside the interstate <br />system could address the identified project <br />needs. This alternative focuses on areas <br />north of 1-90, starting at SR 903 near Cie <br />Elum Lake and extending to 1-90 at MP 70. <br />The primary objective of this alternative is <br />to offer an alternative route for communities <br />and businesses without relying solely on <br />1-90 between MP 70 and MP 85. It involves <br />constructing approximately 12 miles of new <br />roadway and widening existing roads to add <br />capacity, featuring two 12-foot lanes in each <br />direction with 6-foot shoulders adjacent to <br />each lane. Upgrades will be made to existing <br />roads such as Lake Cie Elum Dam Road, Tumble <br />Creek Drive, various Forest Roads, and Sparks <br />Road (East and West) to meet current roadway <br />design standards. Some sections will require <br />constructing new roads on undisturbed terrain <br />or utilizing existing gravel maintenance roads, <br />while other sections will involve using existing <br />roads with one 12-foot wide lane in each <br />direction. <br />Figure 2-7 shows a conceptual cross-section of <br />Alternative 4A. Figure 2-8 presents the general <br />alignment for the proposed alternative. <br />CHAPTER 2: RANGE OF ALTERNATIVES <br />Considerations <br />• Provides an alternative route for the <br />Ronald and Roslyn community. <br />• Provides a new emergency route for the <br />communities if a major failure occurs on <br />Interstate 90. <br />• Creates a new fire break and access for <br />wildland firefighters. <br />• Could provide a connection from Lake Cie <br />Elum to the Palouse to the Cascades State <br />Park Trail. <br />• Alternative length is long based upon steep <br />terrain where existing roads do not exist. <br />Grading for a roadway would result in major <br />land transformation to the existing area <br />along the corridor. <br />• New bridge structures would be required <br />across Cie Elum River and side channels. <br />• This volume of new roadway in a river area <br />is a very high risk to culturally sensitive <br />areas (fatal flaw element). <br />• This alternative could provide economic <br />growth opportunities if land use zoning <br />changes were modified. <br />• Impacts to Endangered Species Act (ESA) <br />listed fish and terrestrial species as well as <br />to aquatic resources. <br />• Potential impacts to historic and cultural <br />sites, as well as parks and recreational <br />facilities. <br />• Could impact wildlife connectivity. <br />Figure 2-7 Alternative 4A — Conceptual Cross -Section <br />VOLUME 1: FEASIBILITY REPORT 1-90 Corridor - Easton to Cle Elum Feasibility Study 1 19 <br />
