location is 47.85 MPH with directional speeds of 48.5 MPH eastbound and 47.2 MPH <br />westbound. <br />A speed reduction on this segment of roadway was previously requested August of 2022. <br />The speed study data at the time represented an 85% speed of 53 MPH. <br />DISCUSSION: <br />85th percentile speeds show traffic is operating at the speed of the current speed limit of <br />50 MPH. The request asks the County to consider factors which are not considered by <br />Federal Guidelines for posting speed limits on rural county roads including pedestrian <br />usage, clear zone concerns, and school bus stop frequency. The County is currently <br />meeting the Federal Guidelines for establishing speed limits by setting the speed limit <br />within 5 MPH of the 85th percentile speed of free -flowing traffic. There are ten <br />approaches along Charlton Road, primarily serving residential uses. <br />There were no recorded crashes along this roadway in the previous five years. <br />FISCAL IMPACT: <br />None <br />ATTACHMENTS: <br />Exhibit 1: Speed Reduction Request <br />Exhibit 2: Speed Study Results <br />
