4.3 Tier 2: Targeted <br />Evaluation <br />The highest performing alternatives from the <br />Tier 1: Initial and Revised Evaluation phase <br />were advanced into the Tier 2 evaluation. <br />The purpose of this second evaluation was <br />to further explore the differences among the <br />alternatives that had relatively close scores. <br />Based on the evaluation as presented in Table <br />4-3 and Figure 4-1, three alternatives scored <br />higher than the other alternatives, but were <br />very close in their scoring: <br />• Alternative 1: 1-90 Outside Widening <br />• Alternative 2: 1-90 Median Widening <br />• Alternative 3: 1-90 Median Widening, <br />Reversible Lanes <br />CHAPTER 4: ALTERNATIVES EVALUATION CRITERIA <br />To further differentiate between these <br />alternatives, additional Evaluation Criteria <br />were used to help distinguish potential <br />differences. Since all three alternatives were <br />modifications to 1-90, WSDOT provided input <br />into the additional criteria.
