4.2 Tier 1 Evaluation <br />Approach and Results <br />As presented in Chapter 3, existing conditions <br />in the study area were identified based <br />on each Evaluation Criterion topic (as <br />appropriate). Alternatives were then evaluated, <br />using baseline conditions, and were given a <br />Performance Measurement rating.
