KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: August 6, 2024 <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing the Chair's <br />Signature on the Puget Sound Energy Easement on Lot H- <br />40 at Bowers Field for Utilities. <br />BACKGROUND: Kittitas County is the property owner of the Kittitas County <br />Regional Airport - Bowers Field. The County leases <br />property for development. Fred Benson is the lessee of lot <br />H-43 at Bowers Field. Development of this parcel is <br />occurring to accommodate a hangar space. <br />Electrical utility service is needed to serve the hangar. <br />Puget Sound Energy (PSE) provides electrical service to <br />the area and Fred Benson has worked with PSE to obtain <br />the desired electrical service. <br />PSE is requesting a nonexclusive perpetual easement on lot <br />H-40. The requested easement is for PSE to construct, <br />operate, maintain and repair utility systems for the purpose <br />of supplying electricity to the hangar. <br />PSE power currently ends on Bowers Road near Lot H-40, <br />where the easement is being proposed. The utility will then <br />be extended by the lease holder to lot H-43. The <br />Prosecuting Attorney has reviewed this request. Notice has <br />also been made to the lease holders of lots H-40, H-41 and <br />H-42. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve the Resolution authorizing the Chair's signature <br />on the Puget Sound Energy easement on Lots H-40 at <br />Bowers Field. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Exhibit 1 Lot Location; Resolution; Puget Sound Energy <br />Easement <br />LEAD STAFF: Joshua Fredrickson, County Engineer <br />
