07/16/2024 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. JULY 16, 2024 <br />Board members present: Chairman Brett Wachsmith and Commissioner <br />Cory Wright. Excused: Vice-Chairman Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Stephanie Hartung, Chief Civil Deputy Prosecutor; <br />Lisa Murray, and 8 approximately members of the public. <br /> PUBLIC HEARING INFRASTRUCTURE AND PHASING AGREEMENT PUBLIC WORKS <br />At approximately 2:02 p.m. CHAIRMAN WACHSMITH opened a Public <br />Hearing continued from July 2, 2024, to consider the Infrastructure <br />and Phasing Agreement for the remaining development phases for Black <br />Horse at Whiskey Creek Plat. He noted the record was open. <br /> <br />Commissioner Wright announced he has been recusing himself in the <br />past relating to the Black Horse projects, due to a family <br />relationship despite feeling he could be impartial. Since Vice- <br />Chairman Osiadacz was unavailable to attend the Public Hearing and <br />Commissioner Wright recusing himself, it was recommended to continue <br />the hearing until a later date. JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR, indicated they could wait a <br />couple more weeks and recommended continuing the Public Hearing <br />until August 6, 2024, at 2:00 p.m. <br /> COMMISSIONER WRIGHT moved to continue the Public Hearing to consider <br />the Infrastructure and Phasing Agreement for the remaining <br />development phases for Black Horse at Whiskey Creek Plat, to Tuesday <br />August 6, 2024, at 2:00 p.m. in the Commissioners Auditorium, and to <br />keep the public record open. CHAIRMAN WACHSMITH seconded. Motion <br />carried 2-0. <br /> PUBLIC HEARING 1200 E. UNIVERSITY WAY TREASURER <br />At approximately 2:00 p.m. CHAIRMAN WACHSMITH opened a Public <br />Hearing to consider a minimum price for property located at 1200 E. <br />University Way, Ellensburg, WA (Parcel 403834). <br /> LISA MURRAY, CHIEF ADMINISTRATOR, explained the County had already <br />declared Parcel Number 403834 surplus, and said they’d drafted a <br />Resolution which would set a public auction for August 1, 2024, at <br />2:00 p.m. and a minimum bid. <br />
