COMMISSIONER WRIGHT <br />seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING INFRASTRUCTURE AND PHASING AGREEMENT PUBLIC WORKS <br /> <br />At approximately 2:04 p.m. CHAIRMAN WACHSMITH opened a Public <br />Hearing to consider the Infrastructure and Phasing Agreement for the <br />Remaining Development Phases for Black Horse at Whiskey Creek Plat. <br />Commissioner Wright announced he would be recusing himself due to a <br />family relationship and the Appearance of Fairness and left the <br />Public Hearing. <br /> <br />JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR, reviewed a Staff Report <br />stating that DR Horton and Public Works have finalized the actions <br />and timelines associated with meeting preliminary plat conditions <br />for the remaining phases of Black Horse at Whiskey Creek plat. <br />Chapter 12.89 of Kittitas County code allows for this agreement to <br />proceed for Board consideration after a Public Hearing, as described <br />in Revised Code of Washington 36.70B.200. The Infrastructure and <br />Phasing Agreement has been reviewed by both DR Horton and the County <br />Prosecuting Attorney’s Office. MR. FREDRICKSON recommended extending <br />the Public Hearing until July 16, 2024. <br /> <br />THERE BEING NO ONE IN ATTENDANCE REQESTING TO TESTIFY, THE PUBLIC <br />PORTION OF THE HEARING WAS CLOSED. <br /> <br />COMMISIONER OSIADACZ moved to continue the Public Hearing and to <br />keep the record open until July 16, 2024, at 2:00 p.m. CHAIRMAN <br />WACHSMITH seconded.
