Body Worn Camera fnformation Requests (November 2O2L) If the Local Government adopts a Body Worn Camera (BWC) use policy that mandates use of BWC ior transport or other activities covered under the IGA, the agency shall, upon request by USMS, pioviae uslrls wlth the audio/vldeo footage _and any metadata captured by the BWC petta.ining to UjUS prisoner incidents. The audlo/video footage _and any rnetadata may.be requested by the USM5 body Worn Camera program and the USMS office of General Counsel. The agency agrees that no girVC footage depictlng a USMS prlsoner wlll be released without advance wrltten notification to the USMS. (End of Provislon) 19. Restrictive Housing and suicide Prevention (May 2O2L) For the purposbs of this agreement, "restrlctlve housing" means any type of detentlon that involves ell of the following elements: a. Removal from the general population, whether voluntary or lnvoluntaryl b. placement ln a locked room or cell, whether alone or wlth another prlsoner; and c. Inabillty to leave the room or cell for the vast rnajorlty of the day' typically 22 hours or more. For the purposes of thls agreement, "vulnerable populatlon" refers to prisoners who are more likely to be victimized In confinement settings, including bgt not limited to: juvenlles; young aOulis (age 18-24 at time of admlsslon through convlctlon); prlsoners with serious mental illness;-lesbian, gay, bisexual, transgender, lntercex, and gender nonconforming prisoners; pregnint and postpartum prlsonersl and prisoners with medlcal needs. The Locat Government shall have written policies, procedures, and practices requlring that all prisoners in restrictive houslng are personally observed by a CO at least twice per hour, but no more than thirty (30) minutes apart, on an irregular schedule. Prisoners who are vlolent or mentally ill or who demonstrate unusual or bizarre behavior shall receive more frequent observation; sulcldal prisoners shall be under constant observation.
