Government. <br />The Feder"l Governrnent shall have prirnary responsibility and authorlty to dlrect the pursuit and <br />;;ptri; or such escaped Federal prisoners, Additionally, the- Local Government shall notify the <br />Federal Government as soon as possible when a Federal prisoner is involved ln an attempted <br />escape or consplracy to escape frorn the Faclllty' <br />In the event of a medical emergency, death, or assault on or by a Federal prlsoner, the Local <br />Govemment shall immediately notify the Federal Govemment. <br />(End of Provision) <br />18. Body Worn Camera fnformation Requests (November 2O2L) <br />If the Local Government adopts a Body Worn Camera (BWC) use policy that mandates use of BWC <br />ior transport or other activities covered under the IGA, the agency shall, upon request by USMS, <br />pioviae uslrls wlth the audio/vldeo footage _and any metadata captured by the BWC petta.ining to <br />UjUS prisoner incidents. The audlo/video footage _and any rnetadata may.be requested by the <br />USM5 body Worn Camera program and the USMS office of General Counsel. The agency agrees <br />that no girVC footage depictlng a USMS prlsoner wlll be released without advance wrltten <br />notification to the USMS. <br />(End of Provislon) <br />19. Restrictive Housing and suicide Prevention (May 2O2L) <br />For the purposbs of this agreement, "restrlctlve housing" means any type of detentlon that involves <br />ell of the following elements: <br />a. Removal from the general population, whether voluntary or lnvoluntaryl <br />b. placement ln a locked room or cell, whether alone or wlth another prlsoner; and <br />c. Inabillty to leave the room or cell for the vast rnajorlty of the day' typically 22 hours <br />or more. <br />For the purposes of thls agreement, "vulnerable populatlon" refers to prisoners who are more <br />likely to be victimized In confinement settings, including bgt not limited to: juvenlles; young <br />aOulis (age 18-24 at time of admlsslon through convlctlon); prlsoners with serious mental <br />illness;-lesbian, gay, bisexual, transgender, lntercex, and gender nonconforming prisoners; <br />pregnint and postpartum prlsonersl and prisoners with medlcal needs. <br />The Locat Government shall have written policies, procedures, and practices requlring that all <br />prisoners in restrictive houslng are personally observed by a CO at least twice per hour, but no <br />more than thirty (30) minutes apart, on an irregular schedule.
