BUDGET NARRATIVE <br />1.Funding Utilization:Describe how the funds will be used to support the proposed <br />project.For example,will the funds be used for staff time,supplies,consultants, <br />contractors,construction costs,direct customer services,etc.?(250 words max.) <br />Projected use of Kittitas County Affordable Housing Funds: <br />2024:Pre-Development expenses:Architectural Plans,Civil Engineering plans, <br />Landscaping plans,Environmental Testing,Property Survey,Legal fees,Appraisal, <br />Zoning approval,Construction permits.Total cost estimate $112,000 <br />2025:Infrastructure costs,primarily sidewalks and other pedestrian paving not <br />covered by $2M state CHIP grant.Total cost estimate:$155,000 <br />2026:Final opening contingency costs recommended by architectural cost estimating <br />Firm RC Cost Group,based on the last four years of construction price inflation and <br />supply chain issues,completed October 2023.Total cost estimate:$71,000 <br />2.Other Support:Describe any monetary,in-kind,donations,grants,or other types of <br />support that will be used for the project.Include both guaranteed support and support <br />that may still be uncertain.(250 words max.) <br />●Odd Fellows Lodge 20 owns the land,traditionally at least 20%of total project value. <br />●$5,000,000 Housing Trust Fund grant for construction (September 2024) <br />●Private donors,including $25,000 already received. <br />●OFLHP board members will complete SEPA and other environmental regulatory <br />applications either pro-bono or at a reduced rate.Already completed Wetland <br />Delineation for $1,700--charging only for monitoring equipment,labor was donated, <br />saved more than $5,000. <br />●$2,000,000 application for Washington State CHIP grant--Connecting Housing to <br />Infrastructure Projects (completed October 2023) <br />●Washington state department of Commerce Rural Technical Assistance Grant has already <br />paid for more than $31,000 of billable hours for OFLHP developer ORFH. <br />●Application for City of Ellensburg Affordable Housing Commission funds (January or <br />February 2024) <br />8 of 9
