KITTITAS COUNTY <br />PUBLIC WORKS -COMMUNITY DEVELOPMENT SERVICES STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY <br />1:30 PM <br />July 8, 2024 <br />Board members present: Chairman Brett Wachsmith, Vice Chairman Laura <br />Osiadacz, and Commissioner Cory Wright. <br />Others: Josh Fredrickson, Cameron Curtis, Rebecca Cruse, Public <br />Works; Jessica Miller, Chad Bala, Jamey Ayling, Community Development <br />Services; 1 member of the public. <br />At 1:30 PM Chairman Brett Wachsmith opened the Public Works and <br />Community Development Services Study Session. <br />CITIZEN COMMENTS <br />Terry LaRue had comments for drafting the T-Hangar Policy and <br />recommended allowance of temporary use of T-Hangars. <br />RANCH AT SWAUK CREEK DEVELOPMENT AGREEMENT <br />Jamey Ayling requested the Board of County Commissioners set a public <br />hearing to consider the Ranch at Swauk Creek Development Agreement. <br />Staff was directed to bring forward enabling documents for <br />consideration and to set public hearing for August 6, 2024. <br />WINCH ROAD VACATION <br />Cameron Curtis briefed the Board of County Commissioners on the right <br />of way history of roads in Lanigan Springs and unimproved Winch Road. <br />Discussion pursued. Direction to staff to prepare enabling documents <br />to set a public hearing. <br />BOWERS FIELD T-HANGAR LEASING AND WAIT LIST POLICY <br />Josh Fredrickson briefed the Board of County Commissioners on draft <br />of T-Hangar waitlist policy and development of a consistent process <br />for administrators and prospective lessees. The Board of County <br />Commissioners directed staff to prepare enabling documents for <br />consideration. <br />UPPER COUNTY TRAFFIC CALMING <br />Josh Fredrickson briefed the Board of County Commissioners on <br />implementation of traffic calming measures recommended for identified <br />roads in in Upper Kittitas County by Fehr and Peers. Josh Fredrickson <br />provided the actions and installations Public Works completed. <br />Discussion was had identifying why certain measures are not effective <br />in rural or unincorporated areas such as Kittitas County due to <br />snowplowing which will conflict with implementation. Josh Fredrickson <br />answered questions about the holiday weekend traffic counter <br />placements and stated these are to evaluate the level of traffic <br />bypassing I-90. <br />2024-7-08 MINUTES <br />
