BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION <br />NO. 2024- <br /> <br />A Resolution Annexing “Horse Jump Road Annexation” into <br />Kittitas County Fire Protection District No. 7 <br /> <br />WHEREAS, several landowners submitted petitions for annexation to Kittitas County <br />Fire District No. 7, asking that land of which they are owners in the area of “Horse Jump Road” <br />be annexed into Fire District No. 7; and <br /> <br /> WHEREAS, Kittitas County does not have a Boundary Review Board to process such <br />petitions; and <br /> <br /> WHEREAS, in the absence of a Boundary Review Board, Chapter 52.04 RCW governs <br />annexations for fire protection districts; and <br /> <br /> WHEREAS, the petition method of annexation is an alternative method to the election <br />method, and is governed by RCW 52.04.021, 031, 041, and 051, as well as other statutes to <br />which reference is made within those statutes; and <br /> <br /> WHEREAS, in accord with RCW 52.04.031, the annexation petition was filed with the <br />Board of Fire Commissioners of Fire District No. 7, signed by the owners of at least 60% of the <br />area of land to be annexed, and included a legal description and a plat outlining the boundaries of <br />the proposed annexation; and <br /> <br /> WHEREAS, in accord with RCW 52.04.041, the Fire Commissioners of District No. 7 <br />by Resolution No. 2024-8, dated May 9, 2024, approved the annexation; and <br /> <br /> WHEREAS, The Board of Fire Commissioners of Fire District No. 7 submitted a signed <br />copy of its Resolution to the Kittitas County Auditor’s Office on May 15, 2024, and <br /> <br /> WHEREAS, On June 10, 2024, the Kittitas County Auditor’s Office provided the <br />Kittitas County Board of Commissioners Office a Certificate of Sufficiency for the requested <br />annexation of the area and around “Horse Jump Road”, Cle Elum, WA as well as map of the area <br />to be annexed; RCW 52.04.011; Kittitas County Fire District No. 7 Resolution 2024-08 <br />Accepting Annexation Petition & Approving Annexation; and a full legal description of parcel <br />members listed; and <br /> <br /> WHEREAS, the Kittitas County Board of Commissioners finds that the lands proposed <br />to be annexed will receive a benefit in that the annexation will provide fire protection to include <br />wildland and structure fire responses, which will help protect and ensure the well being of the <br />community; and
