TER]VIS <br />I. Legal Basis. This Agreement is entered into pursuant to Chapter 39.34 (the <br />Iaterlocal Cooperation Act) and Chapter 86.15 RCW (Flood Control Zone Districts). <br />2. Purpose. The purpose of this agreement is to documenl the value cf District <br />sen'ices to meet the rnatching requirement for the Shorelands FCAAP Competitive Planning <br />Grant Funding Agreernent {SEAFCAAC-2325-EIIePW-00033). The City will model the <br />public stonn system along r.vith areas within the Urban Growth Area. Combining both the <br />Citv and County models will help more accurately map both the rural and urban <br />environments. <br />3. Term of Agreement. The teran of this Agreement shall be frorn its effective <br />date throlgh June -10, 2025, or as othenvise agreed to by the parties as provided in Section l3 <br />or unless terminated as p:ovided in Section 15. <br />4. Match f)ocumentation Procedure. The County rvill provide the City with <br />quarterly reports docunenting all match-eligible expenses. Quarterly reports willbe <br />submitted by electronic mail to the City's Grant Administrator identified in Section 5, belorv. <br />5. Contract lllanagement. The Agreement administrator for each of the parties <br />shall be responsible for and shall be the contact person for all conr.munications and match <br />documentation regarding the performance of this Agreement. <br />The Agreement administrator for the City of Ellensburg is: Jon Morrolv, City of <br />Ellensburg, 501 N Anderson St, Ellensburg. Telephone:509-962-7523. <br />6. lVlaintenance of Records. Each palty hereto agrees to maintain books, <br />records and documents using accounting procedures which accurately reflect all direct and <br />indirect costs relaled to the performance of seruices described herein. Each party may <br />examine the other pa*y's books and records to veri$ the accuracy of invoices. Each party's <br />fiscal management system shall include the capability to provide accurate and complete <br />disclosure of all costs invoiced under this Agreement. All books, records, documents and <br />other matedals relevant to this agreement rvill be retained for six years after expiration of the <br />Agreement, and the Office of the State Auditor and any persons duly authorized by the <br />parties shall have full access and the right to examine any of these materials duriag this <br />period. Each party will utilize reasonable security procedures and protections to assure that <br />records and documents provided by the other party are not erroneously disclosed to third <br />parties. <br />Interlocal Agreement For Flood Control District Grant Match - Page 2 of 4
