<br /> Page 16 of 16 <br />Attachment A – Scope of Work and Budget <br />Grantee: Kittitas County | Contract: 23-62210-007 <br />Project Description / Deliverable <br />Kittitas County is awarded a CDBG General Purpose Grant with the Kittitas Chamber of Commerce as subrecipient. The <br />Microenterprise Accelerator Project will provide financial and technical assistance to approximately 15 eligible <br />microenterprises. <br />The project will principally benefit microenterprises with low- and moderate-incomes based on a household income <br />qualification process. The project will accomplish HUD’s outcome of increasing economic sustainability by achieving HUD’s <br />objective of creating economic opportunities by providing financial and technical assistance to eligible microenterprises. <br />Project Budget <br />CDBG Budget Code & Funding Leveraged Other Funding Total <br />Funding <br />21A - General Administration $0 Other Federal $ $0 <br /> 18C - Microenterprise Assistance $250,000 Other State $ $0 <br /> Local Public $ $15,000 <br />Total CDBG Funds $250,000 Total Other Funds $15,000 $265,000 <br />Project Activities Milestones <br />▪ Execute grant contract with Commerce and establish administrative, financial, reporting and record <br />keeping systems. <br />▪ Complete the environmental review in compliance with Federal related laws and authorities listed <br />at 24 CFR 58.5 and 58.6 and request CDBG release of funds. <br />▪ Verify subrecipient does not have an active exclusion record in SAM.gov. <br />▪ Establish policies and procedures for participating in the microenterprise assistance (MEA) program <br />including advertising, soliciting, selecting and approving applicants, and incorporating CDBG <br />income qualification and maximum business size. <br />Before first <br />reimbursement <br />request <br />▪ Prepare and submit reimbursement requests with supporting documentation to Commerce. Not more than <br />monthly <br />▪ Submit a CDBG Beneficiary Report. Annually by July 31 <br />▪ As necessary, arrange an audit with the Washington State Auditor in accordance with the Uniform <br />Guidance, 2 CFR 200, Subpart F- Audit Requirements. Annually <br />▪ Conduct outreach and market MEA program, including outreach to MWBE businesses. <br />▪ Review and process applications for assistance; confirm CDBG eligibility. <br />▪ Select businesses based on MEA program policies and procedures. <br />▪ Verify the MEA business does not have an active exclusion record in the federal award system <br />(SAM.gov), include documentation in the CDBG file. <br />▪ Monitor program progress and compliance with MEA policies and procedures, and applicable <br />federal and state regulations. <br />Ongoing <br />▪ Complete applicable civil rights requirements. <br />▪ Conduct monitoring of the subrecipient to verify the grant is used according to CDBG requirements <br />and all costs reimbursed are allowable. <br />▪ Conduct a final public hearing to review project performance, resolve all monitoring issues with <br />CDBG, and submit a CDBG Contract Closeout Report. <br />Before final <br />reimbursement <br />request <br />▪ Meet the CDBG national objective of principally benefiting low- and moderate-income <br />microenterprises <br />Before contract <br />end date <br />
