KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: April 22, 2024 <br />TOPIC: Cle Elum Filling Station <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Direct staff to continue to explore potential alternative sources. <br />BRIEFING SUMMARY: <br />• On March 26, 2024, the City of Cle Elum updated its municipal code to establish <br />new requirements affecting the use of their filling station. <br />• Use of the City's fill station water has always been intended for non -potable <br />purposes. <br />• Kittitas County has been contacted by several County residents stating that they <br />rely on this water for domestic purposes and/or are negatively affected by the <br />change in filling station eligibility requirements. <br />• The sudden loss of water for domestic purposes has health and sanitation <br />concerns. <br />• One public water provider and one private water supplier have shared their <br />willingness to work with the County to address this need. <br />• Kittitas County staff are still working to identify necessary steps to secure an <br />alternative water source. <br />BACKGROUND: <br />On March 26, 2024 the City of Cle Elum updated its municipal code to establish new <br />requirements affecting use of their filling station. These new requirements specify that <br />only licensed contractors with an approved city application can use the water fill station, <br />that fill station water use must be for non -potable purposes, and that water from the fill <br />station must be used within Cle Elum, South Cle Elum, Roslyn, Ronald, Suncadia, and <br />their Urban Growth Areas. Use of the City's fill station water has always been intended <br />for non -potable purposes. <br />The City of Cle Elum shared use information with Kittitas County to help inform our <br />response. This information indicates that there were 48 accounts held by County residents <br />that utilized fill station water in 2024.
