T$ <br />Kittitas County Road Levy <br />a <br />Research <br />Stakeholder Interviews DRAFT Summary <br />Introduction <br />Kittitas County operates and maintains 562 miles of roads and 268 bridges within the County, not <br />including roads and bridges within city limits. The County performs routine maintenance on these <br />facilities, such as filling potholes and plowing, and more substantial preservation, such as paving <br />and chip sealing. The 2018 County Transportation Plan analyzed current road and bridge conditions <br />and identified needed maintenance in order to maintain these facilities in a good state of repair. <br />Public Works staff are considering putting a road levy measure on the November 2024 ballot to pay <br />for continued regular maintenance of County roads and bridges. <br />As an early step to considering a road levy, the County partnered with Consor Strategic Planning <br />and Communications (the consultant) to interview key stakeholders (see Ap=dix A for the list of <br />participants) to gather their thoughts and feedback. The interview questions asked interviewees <br />about their connection to Kittitas County, how they use the county's roads and bridges, their <br />perception of the current conditions of county roads and bridges, reaction to a potential road levy <br />to fund regular road and bridge maintenance, insights on effective communications and <br />messaging, and any advice for the project team as they consider the road levy. See AV-p3ndJx B for <br />the interview questions. Between January and March 2024, the consultant team completed nine <br />interviews. The interviewees represented a broad range of Kittitas County groups and interests and <br />included representatives from the: <br />Ellensburg School District <br />• Hay Growers Association <br />Home Builders Association <br />• Kittitas County Commissioners <br />Kittitas County Chamber of Commerce <br />• Kittitas County Planning Commission <br />• Kittitas Reclamation District <br />• Kittitas valley Fire and Rescue <br />• Realtors Association <br />• Suncadia Resort <br />Highlights <br />Interviewers provided a brief project overview and context about why they were interviewing the <br />participants about a proposed road levy in Kittitas County.
