r Appendix C I <br />Appendix C: Upcoming Changes <br />to State Law <br />As noted throughout the report, legislation passed during the 2023 session will make several changes <br />to the state laws relevant to this audit. This bill, Second Substitute Senate Bill 5290, makes the following <br />changes starting January 1, 2025, to requirements regarding the time periods local governments must <br />establish for reviewing permit applications. Figure 2 compares current and new state law requirements. <br />Figure 2 - Comparison of key requirements in current and new state law <br />Current State Law Requirements <br />1. Local governments must establish time periods <br />to review permits that do not exceed 120 days, <br />except in certain circumstances <br />2. This requirement specifically included building <br />permits <br />3. The law was not clear whether the time periods <br />should be based on calendar or business <br />days <br />4. The law was not clear whether the time periods <br />included only time spent by governments <br />reviewing applications or all time from start to <br />finish <br />5. The law did not indicate what would happen <br />if applicants made significant changes to their <br />application <br />6. The law now states that the time periods start <br />over it applicants make significant changes <br />that would make the project no longer meet <br />completeness requirements <br />6.
