Appendix B <br />Conducted a survey of selected cities and counties <br />Survey design and population <br />We designed a short online survey to determine whether governments required to post public reports <br />on their permit review time performance as specified in state law did so, and to learn the reasons why <br />for those that did not. We sent our surveys to the planning or building department director at each <br />selected government. We asked governments that said they did report for the online location of their <br />report. We asked governments that said they did not report to identify key reasons why they did not; <br />the survey included an option for free response. The online survey was open from May 1 through 19, <br />2023. We conducted email follow-up with governments that did not respond within the first two weeks <br />to encourage them to participate. <br />To determine the correct survey population, we first identified all governments required by state law <br />to post these reports. Required governments are all counties west of the Cascades with populations <br />of more than 150,000 in 1996, and all cities within those counties with populations of 20,000 or <br />more. We used population information from the Office of Financial Management to identify counties <br />with populations of more than 150,000 as of 1996, and cities within those counties with populations <br />of 20,000 or more as of 2020. We relied on information from the Washington State Department of <br />Commerce to classify counties as west or east of the Cascades. A total of 49 local governments met <br />the criteria to be included in the survey population. We then excluded the four governments already <br />selected as part of this audit, and sent our survey to a total of 45 governments. <br />Growth Management Act Appendix B ' 54 <br />
