KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM April 8, 2024 <br />Board members present: Chairman Brett Wachsmith, Vice Chairman Laura <br />Osiadacz, and Comar..issioner Cory Wright. <br />Others: Mark Cook, Arden Thomas, Josh Fredrickson, Rebecca Cruse, <br />Public Works; Jamey Ayling, Jessica Miller, Chad Baia, Community <br />Development Services; Stephanie Hartung, Prosecuting Attorney s <br />Office; N-o members of the public. <br />At 1:30 PM Chairman Brett Wachsmith opened the Public Works Study. <br />Session. <br />No Citizen Co^:r.:ents _ <br />FLOOD CONTROL ZONE DISTRICT MATCH <br />Arden Thomas briefed the Board of County Commissioners on an <br />Interlocal Agreement that is being requested by the City of <br />Ellensburg including the request for a $100,000 match. Arden Thomas <br />stated Flcod Control Zone District has contributed considerable <br />support to the City of Ellensburg in efforts to have continuous <br />modeling at jurisdictional boundaries and the funding may be found by <br />cost savings on other projects the Flood Control Zone District <br />currently provides assistance to. The Board of County Commissioners <br />expressed support and directed staff to prepare enabling documents <br />for consideration and will engage in further conversation with the <br />City of Ellensburg about the challenges in managing the flood zones. <br />STATE AUDITOR OFFICE GMA PERMIT TIMELINESS PERFORMANCE AUDIT <br />Mark Cook briefed the Board of County Commissioners on the results of <br />an audit conducted by the State on permit processing time of land <br />use, civil, and building permits. Mark Cook stated that Kittitas <br />County did very well, and recommendations were made that will a'_ow <br />for better review and accounting of the time it takes to process <br />permits for future audits. <br />ROAD FUND LEVY UPDATE <br />?ark Cook briefed the Board of County Commissioners on forecasted <br />Road Fund and the impact to the Road Fund and work program due to <br />inflation in the past years. Mark Cook stated it will be critical <br />that moving, forward into an election for a Road Fund Levy teat <br />expectations need to be clear to voters and they have a choice of <br />divesting from public roads and bridge infrastructure, or rate payers <br />2024-04-08 MINUTES <br />
