These activities include enforcing <br />RCW 79A.60: Resulation of RecreationalVessels and providing emergency response to boating <br />accidents. Each marine patrol unit should strive to serve and protect the lives and property of <br />Washington's recreationalboaters. All VRF Funds are awarded based on the potential success and ability <br />of the local agency to provide such service to the boating community. Recreational Boating Safety {RBS} <br />programs are evaluated using the criteria published in this document, as well as its ability to meet the <br />requirements and assurances of WAC 352-65: Boatine Safetv Prosram Aonroval" <br />This guidance document is intended to help local marine law enforcement programs understand the <br />minimum qualifications and requirements to receive vessel registration fees. The document has been <br />laid out to explain this as simply as possible. The beginning section provides a brief list of the <br />qualifications and requirements, and the remainder of the document explains each component in more <br />depth. <br />The Washington State Parks Boating Program (State Parks) has established different operationalgoals <br />for agencies dependent on the population within their jurisdiction (based on 2019 census data). <br />r Small Agencies- Under 30,000 population <br />r Medium Agencies - Population between 30,000 and 100,00 <br />o largeAgencles - Populations exceed 100,000, <br />Page 2 of 18
