KITTITAS COUNTY <br /> COMMUNITY DEVELOPMENT SERVICES <br /> COMMUNITY DEVELOPMENT SERVICES—BOARD OF COUNTY <br /> COMMISSIONERS <br /> 2024 STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: April 8, 2024 <br /> TOPIC: Title 17 Code Amendment <br /> ACTION REQUESTED: Authorize CDS staff to proceed with code amendment out of <br /> docket cycle. <br /> LEAD STAFF: Jamey Ayling, Planning Manager <br /> RECOMMENDATION: Direct Staff to pursue a code amendment of Title 17 separating animal <br /> slaughter and meat preparation from agricultural processing definition and adding new section to <br /> 17.15 allowed uses. <br /> BRIEFING SUMMARY: Working on the siting of multiple agricultural processing facilities and <br /> seeing the controversy associated with the location of certain uses has suggested that staff should <br /> utilize the Planning Commission to pursue a code amendment to separate animal slaughter and <br /> meat preparation from the agricultural processing definition and consider appropriate zones these <br /> specific uses should be permitted or allowed by conditional use. <br /> BACKGROUND: Commissioner Wachsmith met with planning staff and requested this topic be <br /> presented to the board for consideration at a study session. The intended outcome of the study <br /> session is to determine if this should be forwarded on to staff to conduct research and analysis <br /> for a code amendment out of docket cycle. Meat processing facility inquiries and applications <br /> have increased recently, some more controversial than others leading Commissioner to consider <br /> necessity of revising the siting criteria in an attempt to eliminate some of the controversial land <br /> use applications in the future. <br /> DISCUSSION: Planning Manager Ayling met with Commissioner Wachsmith and discussed the <br /> pros and cons of removing agricultural processing as a conditional use from the allowed use <br /> table completely. It was suggested to separate the animal slaughter and meat processing from <br /> agricultural processing and bring that forward to the rest of the commission to determine if this <br /> should be considered. <br /> FISCAL IMPACTS: No fiscal impacts are anticipated. <br /> ATTACHMENTS: <br /> Page 1 of 2 <br /> Community Development Services"Study Session Staff Report",2024 <br />
