5. Gaps and Duplication in Services: Describe how your proposed project fills a gap in <br />homeless and/or affordable housing services in Kittitas County. Include a description of <br />how the project is or isn't a duplication of current services. (250 words max.) <br />The Odd Fellows Lodge 20 Housing Project phase one will bring 20-30 units of affordable <br />housing to Kittitas County. Washington state Department of Commerce estimates that <br />Kittitas County will need more than 5,200 units of affordable housing within the next 20 <br />years. Housing is one of the most critical issues facing the county today. While the federal <br />definition of housing shortage is less than five percent unit availability in a region, Kittitas <br />county has less than one-half of one percent unity availability. Add"tionally, in July 2023, <br />internet rental company Dwellsy published research showing that Ellensburg had the third <br />highest rental increases in the nation last year. OFLHP housing project phase one will bring <br />critical affordable housing to the county. <br />Sustainability: Describe your ability, experience, and resources to implement and <br />sustain the project during the term of the project. (250 words max.) <br />Odd Fellows Lodge 20 Housing Project has 142 years of experience as an operating <br />Washington State Pioneer corporation. <br />OFLHP has hired Stickney Murphy (SMR), a Seattle architecture firm specializing in <br />affordable housing with local experience in Ellensburg as the designers of the existing <br />Spurling Court housing complex on Rainier Avenue. <br />OFLHP hired the Office of Rural and Farmworker Housing (ORFH), a Yakima -based <br />non-profit affordable housing developer. ORFH has more than 40 years of experience <br />developing housing in Washington state, and have successfully completed more than <br />10,000 units of affordable housing. <br />5 of 9 <br />
