Draft: 2113/24 TASK 1 JAIL RENOVATIONS Page 1 of <br />FOR KITTITAS COUNTY <br />GENERAL SCOPE: <br />This is a cost estimate to provide a laundry list of improvements at the Kittitas County Jail in Ellensburg, WA Each of the Base Estimate <br />items listed below for estimating purposes is intended to act as its own independent project. However, which combination of scope items <br />ultimately is selected is figured to be done at the same time and under the same contract. Estimate costs and scope information available <br />are very preliminary and should be treated as such. The Item #9 Fire Sprinkler Protection Replacement is perhaps the cost item with the <br />greatest potential cost swing, as the extent of required ceiling and wall cut & patch and other restoration work required, including mechanical <br />& electrical revamping, is still to be determined. <br />The estimate includes construction full costs. A 35% estimate composite mark-up is figured, intended to cover general contractor's general <br />requirements, overhead & profit, bond & insurance, sales tax on materials, independent 3rd party testing, B & O tax, and about combined <br />10% design and minor construction cost escalation contingency. In addition, logistical premiums are included for working in a secured <br />facility. Sales tax and other soft costs, such as permitting, design fees, a change order contingency, and owner's administration & moving <br />costs are not included. Field work is assumed to start in the third quarter of 2024, roughly six months from the time of this estimate. If <br />actual field work does not end up starting by the end of this year, it is suggested an additional construction cost escalation premium be <br />considered. <br />INCLUDED: <br />Premiums for working within an occupied facility. <br />A scope of improvements as listed below. <br />Cuts, patches and restoration as deemed applicable. <br />Some security construction hardening premiums where noted. <br />Temporary access detouring at main entry work and where else required. <br />A combined 10% design and cost escalation contingency. <br />EXCLUDED: <br />Premiums for an accelerated project schedule, or odd shift hours. <br />Work in existing areas beyond what is listed. <br />Hazardous material abatement —assumed to be not applicable. <br />New security related systems. <br />Temporary relocation of inmates and personnel. <br />Accelerated project schedule premiums. <br />Contractor's general requirements, overhead & profit, and sales tax on materials. Permits, design fees, and sales tax beyond that on materials. <br />Contractor's bond & insurance, B & O tax, and independent testing. Owner administration costs, or a temporary field construction office. <br />Premiums for working in a secured operating facility.
