<br />03/05/2024 MINUTES 6 <br /> <br />location next to the daycare, that they would deny the request. <br /> <br />Cheryl Chance said the soccer world championships were coming to Seattle <br />and she’s heard the city is providing homeless people with one way bus <br />tickets out and there are people being let off in Ellensburg. She <br />encouraged finding a more suitable location for the proposed Sleep <br />Center, besides being next to a daycare facility. <br /> <br />Angela Lang said they received an 8-week extension from the City Council <br />for citizens to try and find a better location for a Sleep Center. She <br />appreciated everyone working together to locate another site instead of <br />being next to a daycare center. <br /> <br />Pat Kelleher felt there was already existing space to house the homeless <br />population. He said in the basement of the jail there’s space enough to <br />house up to 30 people, and it already has good standards, including a <br />kitchen facility and security. <br /> <br />Logan Denlinger expressed concerns with having a homeless population <br />housed next to a daycare facility. He said he’s talked to other child <br />centers and businesses who have all experienced negative impacts due to <br />homeless people, including theft and drug activity. <br /> <br />BOARD DISCUSSION/DECISION ITEMS – NONE <br /> <br />MISCELLANEOUS <br /> <br />Representatives from ECOnorthwest provided a Feasibility Analysis report <br />on a Sleep Enter in Ellensburg. It included a site analysis, operating <br />framework, shelter type choices, pallet shelter locations, cost analysis <br />overview, site preparation costs, building costs, operating costs per <br />year, and 10-year expansion costs. The Board thanked the representatives <br />for the presentation. Chairman Wachsmith said he would like to be a part <br />of the Ad-Hoc committee. <br /> <br />EXECUTIVE SESSION <br /> <br />At 11:02 a.m. Chairman Wachsmith announced the Board would recess into <br />Executive Session with Julie Kjorsvik, Clerk of the Board, for 5 <br />minutes, under RCW 42.30.110(g) To evaluate the qualifications of an <br />applicant for public employment or to review the performance of a public <br />employee. However, subject to RCW 42.30.140(4), discussion by a <br />governing body of salaries, wages, and other conditions of employment to <br />be generally applied within the agency shall occur in a meeting open to <br />the public, and when a governing body elects to take final action <br />hiring, setting the salary of an individual employee or class of <br />employees, or discharging or disciplining an employee, that action shall <br />be taken in a meeting open to the public. Action was anticipated. <br />
