KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />2024 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 26, 2024 <br />TOPIC: Search and Rescue Building and Buildout of the Emergency Operations <br />Center <br />ACTION REQUESTED: Direct staff. <br />LEAD STAFF: <br />Mark R. Cook. <br />RECOMMENDATION: <br />Direct Sheriff Office (SO) staff to seek four million in grant funding supporting buildout <br />of the emergency operations center. <br />BRIEFING SUMMARY: <br />• Final environmental determination and building permit submittal are pending for <br />the Cle Elum Search and Rescue facility. <br />• Public Works' staff anticipates applying for a Forest Practice application in April <br />2024. <br />• Site clearing can then progress. <br />• The $1.2 million grant (Homeland Security/FEMA/WA Military Department) will <br />turn on with bidding of the metal skin building. <br />• SO staff desire applying for a congressionally directed spending request <br />(Cantwell) for $4 million allowing buildout of the Emergency Operations Center <br />(EOC) portion the facility. <br />• The required twenty-five percent (25%) grant funding match is estimated at $1 <br />million. <br />BACKGROUND: <br />For the past year, PW has worked to deliver plans and specifications supporting the <br />construction of a regional search and rescue facility at the Cle Elum airport. PW has not <br />drawn any of the $1.2 million dollar grant thus far. All civil design has been done in- <br />house, minimizing project costs. Commissioner Osiadacz and County Engineer <br />Fredrickson are heading to Washington DC in early March 2024. They will be escorted <br />by the Ferguson Group and meeting with Federal representatives. This creates an <br />opportunity to lobby for the EOC during their visit. <br />DISCUSSION: <br />SO staff desires confirmation from the Board of County Commissioners meeting the <br />grant match requirement on a four million dollar request. The required match is a million <br />dollars.
