Staff Report by: Tonic: Meetin¢ <br />Bryan Elliott Proposed Consolidation of Finance Finance Study Session <br />County Auditor Functions —Auditor and Public Works February 15, 2024 <br />Summary <br />• County Auditor and Public Works Director contemplate a consolidation of existing Finance staff from <br />their respective departments, such that the positions and functions are located in the Auditor's Office <br />under Direction of the Budget/Finance Director. <br />• This agenda item reflects the first such discussion with BOCC in a formal venue. <br />Background: <br />• Countywide finance functions, such as payroll, AP and grants -accounting are performed to varying <br />degrees at the department/office level rather than being consolidated in a single Finance department. <br />• Public Works contains the most fully developed finance function, and essentially runs a finance <br />department that is parallel to the formal Auditor finance department. <br />• The structure of WA statutory -county government naturally calls for this organizational state of Finance <br />functions to be consolidated within the Auditors Office. However, there are advantages and <br />disadvantages to this model and the disadvantages must be actively mitigated to prevent service level <br />disruptions to our department clients. <br />AnalVsis• <br />• Draft organizational chart: <br />Proposed Consolidation of <br />Public Works / Auditor <br />Finance Functions <br />L Mwuntant I <br />- <br />A®' <br />• Proposed structure leaves one position temporarily vacant, with the possibility of a permanent FTE <br />reduction <br />• Current management agrees that the timing is favorable to revert to a consolidated structure, beginning <br />with Public Works and CDS, for a variety of reasons, including: <br />o Near -term retirement of a long-term Director <br />o Urgent need to disseminate and maintain existing processes for two new/incoming Directors <br />
