KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
2024 STUDY SESSION STAFF REPORT
STUDY SESSION DATE: February 12, 2024
TOPIC: Short Term Rental Committee
ACTION REQUESTED: Direct Staff
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff return to the Board of County Commissioners (BoCC) with enabling
documents.
BRIEFING SUMMARY:
• On 01/22/2024 Public Works was directed to prepare enabling documents
formulating the Short -Term Rental Committee.
• Subsequently, staff identified an applicant has a pending code enforcement action
with the county.
• Does the BoCC desire having staff vet all applicants and return to the Board's
February 20, 2024, meeting under "Board Discussion"?
BACKGROUND:
On January 22, 2024; Public Works (PW) was directed to prepare enabling documents
formulating the Short -Term Rental Committee. Subsequently, staff identified an
applicant has a pending code enforcement action with the county. Applicants have not
been assessed for county full-time residency.
DISCUSSION:
Staff is reluctant to bring enabling legislation without a follow-up discussion with the
BoCC. The degree to which staff was expected to vet applicants was not previously
discussed with the BoCC. This committee formulation process is unique in that it was
done outside of the office of the commissioners. Staff desire to receive reassurance from
the BoCC that committee formulation is meeting expectations.
FISCAL IMPACTS:
None.
ATTACHMENTS:
EXHIBIT 1: APPLICANT LIST
Public Works "Work Session Staff Report", 2024
