Kittitas County Purchasing & Contracts Policy <br />4.5.D Clerk of the Board Responsibilities <br />Publishing of the Call for Bids as requested by the department. <br />4.5. General Provisions for Services: Except as required by statute, grant, or other requirements, RFP/RFQs <br />are not required for services other than Architecture and Engineering or Leases of Personal Property. <br />County Officials are required to have knowledge of those services requiring non-standard purchasing <br />procedures. <br />4.5.A Review and Selection: The County shall use the following process to select the most highly qualified <br />Architectural or Engineering firm from the Consulting Services Roster to the provide the required services: <br />i. Preparation of Specifications/Scope of Work/Qualification of Vendors - Specifications should be <br />detailed. lf the County anticipates that the contract period and/or the scope of work may be <br />modified or increased, the specifications should so state. <br />ii. The Board of County Commissioners shall establish criteria that must be considered in evaluating <br />Architectural or Engineering firms for a given project including requirements related to RCW <br />39.80.040 and participation opportunities for minority, women, and veteran owned firms. <br />iii. The CountyOfficial shall evaluatethe written statements of qualifications and performance data on <br />file with the county at the time that architectural or engineering services are required. <br />iv. Such evaluations shall be based on the criteria established by the Board of County Commissioners. <br />v. The County Official shall conduct discussions with one or more firms regarding the anticipated <br />concepts and the relative utility of alternative methods of approach for furnishing the required <br />services. <br />vi. The firm deemed most highly qualified by the County Official to do this project will be selected. <br />vii. Preparation of a written contract including any required review, recording in the County's contract <br />index, and submittal for approval. <br />viii. Completion and submittal of the Bid Confirmation Form. <br />ix. Administration of the contract perthis policy. <br />x. Establishment and maintenance of official contract file including bid specifications, responses, <br />contract, and other related documents. The file will be made available to the public for inspection <br />and disclosure. <br />4.7 Retainage and Performance Bonds <br />i. For projects awarded under the small works roster process, the County may waive the retainage <br />requirements of RCW 60.28.011" (1) (a), thereby assuming the liability for the contractor's <br />nonpayment of laborers, mechanics, subcontractors, material persons, suppliers, and taxes, <br />increases, and penalties, imposed under Titles 50, 51, and 82 RCW that may be due from the <br />contractors for the project. However, the County shall have the right of recovery against the <br />contractorfor any payments made on the contractor's behalf. Reference RCW 39.04.155 (2) (f). <br />ii. For limited public works projects, the County may waive the payment and performance bond <br />requirements of RCW 39.08 and may waive the retainage requirements of RCW 60.23.011(1)(a), <br />thereby assuming the liability for the contactor's nonpayment of laborers, mechanics, <br />subcontractors, material persons, suppliers, and taxes, increases and penalties imposed under <br />Titles 50,51, and 82 RCWthat may be due from the contractorforthe limited publicworks project <br />However, the County shall have the right of recovery against the contractor for any payments <br />made on the contractor's behalf.
