KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />2024 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 22, 2024 <br />TOPIC: Bowers Field Derelict Foundations <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct Public Works (PW) staff remove derelict foundations from airport property along <br />Bowers Road. <br />BRIEFING SUMMARY: <br />• Three derelict foundations are located on Bowers Road near the main entry gate <br />to the airport. <br />• PW staff has evaluated removing the foundations as requested by the Airport <br />Advisory Committee. <br />BACKGROUND: <br />Three derelict foundations along Bowers Road continue to be visually unappealing and <br />create a maintenance hazard for PW staff (location map attached as EXHIBIT 1). <br />Removal of the foundations is expected to take a week and involve PW equipment <br />operators, heavy equipment, and dump trucks. The crew size that is proposed is half a <br />dozen operators. PW equipment will be used during the operation. <br />DISCUSSION: <br />Removing the derelict foundations removes the visual perception of a dilapidated, run <br />down facility. Removing the foundations also removes the safety hazard to PW <br />maintenance staff who regularly mow weeds and grass in that area of the airport. <br />The foundations will be trucked to Ellensburg Cement Products for re -cycling. Funding <br />for the project will require a supplemental budget in the Airport fund. <br />FISCAL IMPACTS: <br />The estimated cost of the project, including re -cycling, is estimated at $24,000. <br />ATTACHMENTS: <br />EXHIBIT 1: MAP OF FOUNDATIONS ON ELN AT BOWERS ROAD <br />Page 1 of 2 <br />Public Works "Work Session Staff Report", 2024 <br />
