Dept. of Public Works <br />Page 2 <br />An Airport Strategic Business Plan was developed in 2021 and adopted for the airport in 2022. <br />This effort produced four goals to focus efforts for the development of Airport and Industrial <br />Park. Goals included the following: <br />1. Increase the capital investment in revenue generating assets at the Airport by forty <br />percent (40%) by the end of 2024. <br />2. Secure the development and/or operation of new aeronautical and aerospace products, <br />services, and facilities by 2024. <br />3. Increase the economic impact of the Airport on the community by twenty percent (20%) <br />by the end of 2024. <br />4. Improve and enhance the safety, security, and efficiency of the Airport's airside <br />infrastructure by the end of 2023. <br />A Community Economic Revitalization Board (CERB) grant was awarded and a task order <br />signed with the airport consultant for a Bowers Business Park Feasibility Study. The objective is <br />to evaluate the feasibility of development of up to 850 acres of land surrounding the airport. <br />This will produce a master plan document to report existing conditions of the properties and <br />recommendations of actionable items to promote future development. Task items with the <br />consultant began in the fourth quarter and are anticipated to be complete in 2024. <br />With the transition of airport management to Public Works, adjustments to the budget allow for a <br />part time staff member to provide efforts to the industrial development of the airport and public <br />relations to existing tenants. <br />Accomplishments Achieved: <br />• Improved maintenance of airside and landside property <br />o Expanded schedule of mowing and weed abatement <br />o Improved Foreign Object Debris Program (FOD) awareness and mitigation <br />program. Partnered with Central Washington University flight school for a FOD <br />walk of the runway. <br />o Taxiway shoulder gravel leveling project completion <br />o Timely snow removal and Notice to Air Missions (NOTAMs) filing <br />o Pallet Company property clean-up completion <br />Airport Projects <br />o Wetland mitigation project is under contract for construction. Currently the project <br />is in winter shutdown, with final completion anticipated spring 2024. <br />o Wildlife assessment analysis completed <br />o The apron reconfiguration and taxilane rehabilitation project continue to see <br />progress, with draft plans having been submitted to FAA. Construction <br />specifications are expected early in 2024. <br />o Design on the parallel taxiway continues to progress. Although discretionary <br />funding has been removed by the FAA, the consultant is working to finalize <br />plans. With plans complete, the project will be in a position to request funding if <br />other FAA projects are not delivered on time. <br />• Private Development <br />o Two General Aviation (GA) hangars constructed <br />o New Fixed Based Operator (FBO) hangar under construction <br />205 West 51h, Rm 108 TEL (509) 962-7523 <br />Ellensburg, WA 98926 FAX (509) 962-7663 <br />
