KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />2024 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 22, 2024 <br />TOPIC: Short Term Rental Committee Applicants <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepare enabling documents creating the committee and appointing <br />committee members. <br />BRIEFING SUMMARY: <br />• Last fall 2023 the Board of County Commissioners (BoCC) directed Community <br />Development Services (CDS) staff solicit for committee membership. <br />• PW administrative staff was able to issue the solicitation and had been keeping <br />the inventory of applicants. <br />• PW has received fourteen (14) applications. <br />• The press release ended on January 5, 2024. <br />BACKGROUND: <br />During several public outreach events fall 2023, the BoCC received numerous public <br />comments regarding short term rentals in upper Kittitas County. Responding to the <br />concern, the BoCC directed staff to pursue formulating a short-term rental committee. <br />The goal is to determine the need for legislation. There is sufficient time to formulate <br />legislation for the 2024 comprehensive plan amendment process (June). A copy of the <br />solicitation from the public website is attached as EXHIBIT 1. <br />DISCUSSION: <br />As of January 09, 2024; PW has received fourteen (14) applications for committee <br />consideration. The applications are attached as EXHIBIT 2. PW proposes staffing the <br />effort with CDS planning staff. Providing the committee begins work the second week of <br />February 2024, bi-monthly meetings could produce a draft legislative proposal to the <br />Planning Commission by late April 2024. Ms. Amy McGuffin (Kittitas County Chamber <br />of Commerce) has expressed interest in being appointed to the committee. <br />FISCAL IMPACTS: <br />The work is budgeted as an administrative work component in the CDS 2024 planning <br />budget. <br />Page 1 of 4 <br />Public Works "Work Session Staff Report", 2024 <br />
