KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: February 6, 2024 <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing the Chair's <br />Signature on the Local Agency Federal Aid Project <br />Prospectus for the Liberty Road Swauk Creek Bridge <br />Replacement CRP 306-21. <br />BACKGROUND: On March 29, 2022, Kittitas County was informed that the <br />Liberty Road Swauk Creek Bridge Replacement Project <br />was selected to receive funding through the Federal Lands <br />Access Program (FLAP). The Federal Funds are <br />administered through Washington State Department of <br />Transportation (WSDOT) Local Programs per the Local <br />Agency Guidelines (LAG). <br />Public Works has also been granted additional funding <br />from the FLAP program to cover the higher than <br />anticipated construction costs. Public Works was notified in <br />November 2023 that an additional $1,200,000.00 was <br />approved for the project. Due to the continuing resolution <br />at the federal level, the Federal Highway Administration <br />has noticed Public Works that additional award will be <br />formalized at a later date. This prospectus is showing this <br />additional funding as local funds on the Prospectus but will <br />supplement our Local Agency Agreement with WSDOT <br />when the additional Federal Funding is formalized and <br />released. <br />The LAG requires Federal Funds for each phase of a <br />project to be obligated separately. The Preliminary <br />Engineering phase was obligated in May 2022. We are now <br />preparing to advertise for construction and are ready to <br />obligate the Construction Phase funds. <br />A Local Agency Federal Aid Project Prospectus must be <br />executed by the Chair acknowledging the project has been <br />reviewed and is consistent with the County's <br />comprehensive plan for community development. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve the Resolution Authorizing the Chair's signature <br />on the Local Agency Federal Aid Project Prospectus for the <br />
