The decision of the Director or duly <br />authorized representative will be final and tonclusive. <br />The parties agree that this dispute process'.vill precede any action in a judicial or.quasi-judicial tribunal. <br />Appeals of the Director's decision will be trought in the Supeliol Court of Thr"u'ston County.
