KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />2024 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 8, 2024 <br />TOPIC: Dunford Barn <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepare enabling documents <br />BRIEFING SUMMARY: <br />• The Board of County Commissioners agreed to have staff work with the Dunford <br />Barn owner to prepare ownership transfer documents. <br />• The owner's representative has delivered a draft deed that requires the county to <br />construct access improvements. <br />• The Engineering Division of Public Works has prepared preliminary improvement <br />plans supporting the new access to the barn. <br />BACKGROUND: <br />Previously, discussions around ownership transfer have not included the mandatory <br />requirement that the County construct access improvements. The proposed deed requires the <br />county to construct access improvements to the Dunford Barn. The improvements are <br />scheduled for construction in 2026 and appear in the recently adopted Kittitas County Capital <br />Improvement Plan (CIP) — "Six -year parks and tourism capital plan" (EXHIBIT 1). <br />DISCUSSION: <br />The deed reservation does not have a timeline associated with it. Public Works designed the <br />access to benefit the plat as a secondary access (EXHIBIT 2). Our thinking is that we would <br />complement the developer's timeline constructing the access ahead of the full roadway and <br />parking lot. This could be done with county forces in 2024. <br />There is no problem with the deed as restricted so long as the county follows through with <br />the full tourism improvements as designed and programmed in the CIP. <br />FISCAL IMPACTS: <br />$660,000 in design, permitting and construction is programmed in the 2024 — 2029 Six -year <br />CIP — Recreation/Tourism.
