abundantly clear that the county as the project sponsor is responsible for ensuring the project will not result in adverse <br />impacts. The original project alternative grid made it known that from the first meeting with the agencies that <br />downstream culvert replacements would be necessary if this creek alignment became the chosen alternative. It is well <br />established that the county spent a lot of time and money to explore the idea of completely rerouting the creek <br />eliminating the need for driveway culvert replacements yet this alternative exposed even greater risk and was <br />abandoned. We are now almost three years into this and back to the original alternative that specified new driveway <br />culverts. <br />Between the Barlow's and the Rooney's, the county has the opportunity mitigate the county's culpability in causing the <br />life -safety issues, infrastructure damage as well as destruction of habitat.
