KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM JANUARY 8, 2024 <br />Board members present: Chairman Brett Wachsmith, Vice Chairman Laura <br />Osiadacz, and Commissioner Cory Wright. <br />Others: Mark Cook, Josh Fredrickson, Rebecca Cruse, Public Works; <br />Jamey Ayling, Jessica Miller, Community Development Services; 1 <br />member of the public. <br />At 1:35 PM Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />No Citizen Comments. <br />At 1:36PM the Board of County Commissioners announced they would <br />recess into Executive Session for 10 minutes with Mark Cook, and Bill <br />Clarke per RCW 42.30.110 (1)(b) To consider the selection of a site <br />or the acquisition of real estate by lease or purchase when public <br />knowledge regarding such consideration would cause a likelihood of <br />increased price. <br />At 1:46PM the Board of County Commissioners reconvened out of <br />Executive Session with direction to staff to continue negotiations. <br />BOWERS FIELD LAND LEASE DISCUSSION <br />Josh Fredrickson briefed the Board of County Commissioners on Bowers <br />Field binding site plan and the location of several lots at the <br />airport that a party requested to lease. Josh Fredrickson stated the <br />lots did not have established access to the taxiway, an estimated <br />cost for design and construction of the access, and funding options <br />were discussed for the project..The Board directed staff to inquire <br />about ARPA funds or CARB Loan. Airport leases were discussed, and <br />Josh Fredrickson stated a 30-year lease with two 10-year extensions <br />was acceptable to the Federal Aviation Administration. Staff was <br />directed to draft a reversion clause along with the lease. Discussion <br />was had about a reversion clause and assessing the useful life of the <br />buildings when conducting lease agreements. <br />DUNFORD BARN <br />Mark Cook briefed the Board of County Commissioners on the drafted <br />deed received for Dunford Barn. Developers are preparing to begin <br />construction and the residential community will need secondary <br />access. Mark Cook requested the Boards approval for staff to continue <br />design and construct the entrance. <br />2024-01-08 MINUTES <br />
