DISCUSSION: <br /> Lot establishment within the aeronautical area have been established by the recording of <br /> the binding site plan (BS-21-00001). This binding site plan identifies four lots, H-44, H- <br /> 45, H-46 and H-47 (Exhibit 1)which are to be accessed by a future extension of the <br /> existing taxiway. This access has not yet been constructed. Inquiries to Public Works <br /> have been made regarding leasing these parcels. The interest in these parcels is due to the <br /> fact that water and sewer utilities are more readily available than other lots. Without the <br /> extension of the existing taxiway, they are unable to access the runway. The current lease <br /> language does not include extension of the existing taxiway. <br /> To provide access to these lots, PW may seek to include the extension on the next capital <br /> plan to the FAA. It is anticipated that funding will not be available until after 2027. One <br /> option might be to allow the lessee to construct the extension and receive tenant <br /> improvement credit towards the land lease. Another would be to construct the <br /> improvements and add the cost to the lease. Lastly, Public Works could construct the <br /> improvements and seek cost recovery from the general fund. <br /> Previously PW met with the FAA which included a discussion of their concern about the <br /> lease term length. Follow up contact with the FAA has been completed. FAA supports a <br /> lease template using a 30-year term with two 10-year extension options. The FAA sees <br /> this as acceptable and would not create future concerns regarding the longer lease terms <br /> with the FAA. <br /> The Airport Advisory Committee considered limiting lease terms to 30 years with an <br /> option for two 10-year extensions. The AAC supported action to formalize lease duration <br /> within the aeronautical area at their November 8, 2023, meeting and recommended this <br /> for consideration by the Board of County Commissioners. Section 2 of the current lease <br /> template states the duration of the lease,the text indicating the 30-year term with two <br /> extensions is provided in Exhibit 2. <br /> FISCAL IMPACT: <br /> Undetermined at this time. <br /> ATTACHMENTS: <br /> Exhibit 1: Binding Site Plan <br /> Exhibit 2: Lease Template <br />
