$250,000), you may not transfer funds among direct cost categories, programs, functions, or activities without prior written <br />approval from FEMA where the cumulative amount of such transfers exceeds or is expected to exceed ten percent (10%) of <br />the total budget FEMA last approved. <br />For purposes of awards that support both construction and non -construction work, FEMA is utilizing its discretion under 2 <br />C. F.R. section 200.308(h)(5) to require the recipient to obtain prior written approval from FEMA before making any fund or <br />budget transfers between the two types of work <br />You must report any deviations from your FEMA approved budget in the first Federal Financial Report (SF-425) you submit <br />following any budget deviation, regardless of whether the budget deviation requires prior written approval. <br />Article L - Indirect Cost Rate <br />2 C.F.R. section 200.211(b)(15) requires the terms of the award to include the Indirect cost rate for the federal award. If <br />applicable, the Indirect cost rate for this award is stated in the budget documents or other materials approved by FEMA and <br />Included in the award file. <br />Article Ll - Operation Stonegarden Program Hold <br />The recipient is prohibited from drawing down OPSG funding under this award or reimbursing OPSG subrecipients of this <br />award until each unique, specific, or modified county level, tribal, or equivalent Operations Order or Fragmentary Order <br />(FRAGO) has been reviewed by FEMA/GPD and Customs and Border Protection/United States Border Patrol (CBP/USBP) <br />The recipient will receive the official notification of approval from FEMA/GPD. <br />Article Lill .OPSO Program Performance Goal <br />In addition to the Biannual Strategy Implementation Report (BSIR) submission requirements outlined in the Preparedness <br />Grants Manual, recipients must demonstrate how the grant -funded project addressed the core capability gap associated with <br />this project and Identified in the Threat and Hazard Identification and Risk Analysis (THIRA) or Stakeholder Preparedness <br />Review (SPR) or sustains existing capabilities as applicable. The capability gap reduction or capability sustainment must be <br />addressed in the Project Description of the BSIR for each project. <br />Article Lill - Funding Hold: $H$P National Priorities <br />FEMA has placed a funding hold on the following Investments under the national priority areas, and $180,728.41 of SHSP <br />funds Is on hold in the FEMA financial systems. Until the hold is released, the recipient Is prohibited from drawing down funds <br />or reimbursing subreciplents, and the subreoipients are prohibited from obligating or expending SHSP funds, for the costs or <br />activities identified below. The hold only applies to the amount of funds identified for each SHSP investment under the national <br />priority areas below. To release this hold, additional information is required for the investments Identified below which must be <br />submitted In the December 2023 Biannual Strategy Implementation Report (BSIR). <br />1. Soft Targets and Crowded Places; $180,728.41 <br />If you have questions about this funding hold or believe it was placed in error, please contact the DHS/FEMA Headquarters <br />Preparedness Officer. <br />Article LIV - Funding Hold; UASI National Priorities <br />FEMA has placed a funding hold on the following Investments under the national priority areas, and $187,500 of UASI funds <br />Is on hold in the FEMA financial systems. Until the hold Is released, the recipient Is prohibited from drawing down funds or <br />reimbursing subrecipients, and the subrecipients are prohibited from obligating or expending UASI funds, for the costs or <br />activities identified below. The hold only applies to the amount of funds Identified for each UASI investment under the national <br />priority areas below. To release this hold, additional Information is required for the Investments Identified below which must be <br />submitted in the December 2023 Biannual Strategy Implementation Report (BSIR). <br />Seattle Urban Area <br />1.
