She spoke in support of a teen center down in the <br />lower county as well. <br /> <br />BOARD DISCUSSION/DECISION ITEMS <br /> <br />RESOLUTION CONSOLIDATED COMMUNICATIONS, INC. PUBLIC WORKS <br /> <br />Vice-Chairman Wachsmith moved to remand back to Staff, the proposed <br />Resolution to authorize the Public Works/Community Development Services <br />Director’s Signature on the Professional Services Agreement with <br />Consolidated Communications, Inc. for Broadband Services to Thorp and <br />Edgemont in Kittitas County. Commissioner Osiadacz seconded. Motion <br />carried 3-0. <br /> <br />RESOLUTION AERONAUTICAL AREA AT BOWERS FIELD PUBLIC WORKS <br /> <br />Vice-Chairman moved to remand back to Staff, the proposed Resolution <br />Establishing a Not-to-Exceed Standard Term for Ground Lease Duration <br />within the Aeronautical Area at Bowers Field. Commissioner Osiadacz <br />seconded. Motion carried 3-0. <br /> <br />MISCELLANEOUS - NONE <br /> <br />EXECUTIVE SESSION <br /> <br />At 10:57 a.m. Chairman Wright announced the Board would recess into a <br />Collective Bargaining – Closed Session with Mark Cook, Public <br />Works/Community Development Services Director for 10 minutes – Pursuant <br />to RCW 42.30.140(4)(b), as the OPMA does not apply to that portion of a <br />meeting during which the governing body is planning or adopting the <br />strategy or position to be taken by the governing body during the course <br />of any collective bargaining, professional negotiations, or grievance or <br />mediation proceedings, or reviewing the proposals made in the <br />negotiations or proceedings while in progress. <br /> <br />At 11:12 a.m. the Board reconvened out of Closed Session. <br /> <br />At 11:12 a.m. Chairman Wright announced the Board would recess into an <br />Executive Session, with Mark Cook, Public Works/Community Development <br />Services Director, for 10 minutes to consider the qualifications of an <br />applicant for public employment or to review the performance of a public <br />employee. However, subject to RCW 42.30.140(4), discussion by a <br />governing body of salaries, wages, and other conditions of employment to <br />be generally applied within the agency shall occur in a meeting open to <br />the public, and when a governing body elects to take final action
