section 2, of our state Constitution result in taxes in excess of the <br />limitation provided for in RCW 84.52.043(2), the park and recreation <br />district property tax levy must be reduced or eliminated as provided <br />in RCW 84.52.010. <br />(2) The limitation in RCW 84.55.010 does not apply to the first <br />levy imposed under this section following the approval of the levies <br />by the voters under subsection (1) of this section. In addition to other authority that a park and <br />recreation district possesses, a park and recreation district may <br />provide any public improvement as defined under RCW 39.89.020, but <br />this additional authority is limited to participating in the financing <br />of the public improvements as provided under RCW 39.89.050. <br />This section does not limit the authority of a park and <br />recreation district to otherwise participate in the public <br />improvements if that authority exists elsewhere. The board of park and recreation <br />commissioners of each park and recreation district shall annually <br />compile a budget, in form prescribed by the state auditor, for the <br />ensuing calendar year, and which shall, to the extent that anticipated <br />income is actually realized, constitute the appropriations for the <br />district. The budget may include an amount to accumulate a reserve for <br />a stated capital purpose. in compiling the budget, all available funds <br />and anticipated income shall be taken into consideration, including <br />contributions or contractual payments from school districts, cities or <br />towns, county, or any other governmental unit; gifts and donations; <br />special tax levy; assessments; fees and charges; proceeds of bond <br />issues; cumulative reserve funds.
