valuable materials, coal, oil, gas, or other hydrocarbons are <br />subject to the provisions of chapter 79.1-4 RCW. <br />(6) The department may also lease or 'Lease development r'ghts on <br />state lands ^eld for the benefit of the common schoo-s to public <br />agencies, as defined in RCW 79.17.200, <br />Sec. 2. RCW 79.13.030 and 2003 c 334 s 367 are each amended to <br />read as follows: <br />Every lease issued by the department must contain: <br />(1) The specific use or uses to which the land or asset is to be <br />employed; <br />(2) ^he improvements required, if any; <br />(3) Provisions providing that the rent is payable in advance in <br />quarterly, semiannual, or annual payments as determined by the <br />department, or as agreed upon by the lessee and the department; <br />(4) Other terms and conditions as the department deems <br />advisable, subject to review by the board, to achieve the purposes <br />of the state Constitution and this chapter. <br />Sec. 3.
