KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: December 11, 2023 <br />TOPIC: No. 6 Road Speed Study Results <br />ACTION REQUESTED: Schedule a Public Hearing receiving the Engineer's <br />Report on the Request for Speed Reduction <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Schedule a public hearing for receiving the County Engineer's report on the request for <br />speed reduction on No. 6 Road (MP 0.00 to MP 1.02). <br />BRIEFING SUMMARY: <br />• Considering a speed reduction on Kittitas Highway (MP 1.03 to MP 2.36) Public <br />Works is also proposing to reduce speeds on No. 6 Road (MP 0.00 to MP 1.02) <br />• The speed study was conducted on October 5, 2023, to October 12, 2023 <br />• Speed study data collected at MP 0.89 <br />• Average daily traffic (ADT) of 3,400 vehicles, with 20% trucks <br />ADT distribution is 51 % southbound and 49% northbound <br />• 85% speed at 51 Miles Per Hour (MPH) <br />• 56 accidents in the past five years <br />BACKGROUND: <br />Responding to a request received to reduce posted speed on Kittitas Highway, Public <br />Works also collected data on No. 6 Road, deploying traffic data collectors October 5, <br />2023, and collected through October 12, 2023. Traffic and speed data was collected at <br />mile post 0.89. This segment has 20 percent truck traffic within the average daily traffic <br />distribution of vehicle size. Traffic at this location is split 50.6% southbound and 49.4% <br />northbound. Overall 85`" percentile speed at this location is 51.0 MPH with directional <br />speeds of 52.0 MPH southbound and 50.0 MPH northbound. <br />DISCUSSION: <br />85'h percentile speeds show traffic is operating at a speed at the current speed limit of 50 <br />MPH. There are 11 approaches along this segment of No. 6 Road, primarily serving <br />residential and agricultural uses. <br />
