The amount of the maintenance guarantee shall be 110% of the improvement cost <br />and the form of the maintenance financial guarantee shall be approved by the <br />County Engineer. Maintenance guarantees will not be required when the required <br />performance guarantee is $1,000.00 or less. <br />3. Prior to release of collateral by Kittitas County the applicant must present a <br />statement from a civil engineer licensed in the State of Washington that the project <br />has been completed in substantial compliance with approved plans and <br />specifications. Except for inspections done by County Public Works as provided in <br />Section (7) below. The applicant's engineer must document that regular on-site <br />inspections were conducted during the course of construction, and the field plans <br />utilized were the same as those approved by Kittitas County. The engineer shall also <br />state quality control testing demonstrates compliance with the plans and <br />specifications approved by Kittitas County. A final inspection by the Department of <br />Public Works is required and all deficiencies must be corrected prior to release of <br />collateral. <br />4. Record Drawing plans for the improvements must be submitted with the road <br />certification or at the time the letter requesting collateral release is submitted. The <br />"as-built" plans must be clearly labeled as such and must be signed and dated by a <br />licensed civil engineer. They may be design plan markups and must show any <br />deviations from the approved plans. Release of collateral will not occur if the County <br />Engineer determines deviations are present which have not received prior approval. <br />5. A letter or letters of acceptance and responsibility for maintenance of the <br />improvements by the appropriate utility company, special district, city, or town for all <br />utilities and roads. <br />6. A letter from the appropriate fire authority stating that any required fire <br />hydrants are in place in accord with the approved plans. The letter shall also state <br />that any required fire hydrants are operational and provide the results of fire flow <br />tests. <br />7. Quality control test results must be submitted for all phases of the project in <br />accordance with the schedule for minimum materials sampling, testing, and <br />inspection as found in the WSDOT Materials Manual. The Department of Public <br />Works shall review and approve a proposed schedule of testing before <br />commencement of construction. And shall provide inspections at each phase of such <br />schedule, which inspections shall control in determining compliance with the <br />approved plans and specifications. <br />12.01.100 Addition of Roads to the County System
