2023 Docket Enabling Ordinance December 19, 2023 <br />Page 43 <br /> <br /> <br />1. To develop and maintain a fully accessible public transportation system with <br />adequate capacity; <br />2. To support commercial and residential development by providing applicable, <br />streamlined, uniform and easy to follow standards for approval, and; <br />3. To support urban and rural road design that preserves the historic pattern of <br />development in rural areas. <br /> <br />The following limitations apply: <br /> <br />E. These standards are not intended to provide for all situations. They are intended to <br />assist but not substitute for competent decision making by Licensed design and <br />construction professionals. It is expected that land surveyors, engineers, architects, and <br />contractors will bring the best of their skills to each project. It is also expected that <br />owners and developers will support and encourage quality design and construction <br />decision making; <br /> <br />F. These standards are not intended to be a substitute for engineering knowledge, <br />experience, or judgment. It is intended to provide consistent criteria needed to <br />intelligently plan, design, construct, upgrade, and maintain public and private roads in <br />the County; <br /> <br />G. These standards shall be regarded as the minimum requirements for the protection of <br />the public health, safety, and welfare. It is expected that land surveyors, engineers, <br />architects, contractors, applicants, developers, and property owners will make decisions <br />that exceed these standards whenever possible in the best interest of public health, <br />safety, and welfare. <br /> <br />H. These standards are not intended to unreasonably limit any innovative or creative effort, <br />such as the entry into a development agreement, that can increase quality, flexibility <br />and/or cost savings. Deviation from these standards will be evaluated by the County <br />using a variance process. See KCC 12.01.130 Variances and Appeals. <br /> <br />I. These standards are not intended to represent the legal standard by which the County’s <br />duty to the traveling public is measured. <br />
