2023 Docket Enabling Ordinance December 19, 2023 <br />Page 111 <br /> <br /> <br />12.04.06.060 Post Construction Requirements. <br />The owner of any newly built structure will be required to have the engineer of record verify that <br />the structure has been built to required specifications. This verification shall be in the form of a <br />written certification to be submitted in writing to the County Engineer prior to any required <br />approvals from the public works department. <br />The bridge or structure owner will be responsible for the inspections or maintenance of any <br />privately owned structure. The county will not be responsible for any inspection, maintenance, <br />repair, replacement, or other aspects of privately owned structures. <br />A final load rating from a structural engineer licensed in the State of Washington shall be <br />submitted to the County Engineer prior to public dedication. <br /> <br />12.04.06.070 Retaining Walls. <br />Retaining walls within a public right-of-way shall be designed and constructed to meet the <br />minimum requirements of the AASHTO and shall be reviewed by the County Engineer for <br />approval. Retaining walls with a height of four feet or greater and all retaining walls with a <br />surcharge shall be designed, signed, and stamped by a registered engineer licensed in the state <br />of Washington, and shall be submitted by the applicant for approval by the County Engineer <br />and building official. A soils investigation and report by a geotechnical engineer may be <br />required based on the engineering judgment of the structural engineer and at the discretion of <br />the County Engineer. <br />Segmental or Modular Walls (Mortarless Concrete Block Walls) and Rockery Walls. <br />Mortarless concrete block walls that are no more than four feet in total height shall be <br />designed and constructed in accordance with the manufacturer’s design and construction <br />recommendations. For all such walls the manufacturer’s design details and <br />recommendations shall be furnished to the County Engineer for approval. <br />Rockery Walls. <br />Rockery walls and rockeries shall be treated the same as any other wall and designed in <br />accordance with the requirements of this section. <br />Mechanically Stabilized Earth (MSE) Walls. <br />Mechanically Stabilized Earth (MSE) walls shall be designed by a structural engineer licensed <br />in the State of Washington and constructed in accordance with the manufacturer’s design <br />and construction recommendations.
