• Heating, Ventilation, and Air Conditioning (HVAC): Refers to the different systems used <br />for moving air between indoor and outdoor areas, along with heating and cooling both <br />residential and commercial buildings. <br />Highway Safety Improvement Program (HSIP): A core Federal -aid program with the <br />purpose to achieve a significant reduction in traffic fatalities and serious injuries on all <br />public roads, including non -State-owned roads and roads on tribal land. The HSIP <br />requires a data -driven, strategic approach to improving highway safety on all public roads <br />with a focus on performance. <br />• HB1257: A bill passed by the Washington State legislature in 2019 which was <br />subsequently signed into law by Governor Inslee. The law mandates, starting in 2026, <br />most existing commercial buildings (including schools and dormitories) in Washington <br />State over 50,000 SF will be required to meet certain Energy Use Index Targets (EUIT). <br />Any building owner not in compliance by the target dates will incur a .penalty of $1/SF + <br />a $5,000 fee per year. <br />Information Technology (IT): The use of any computers, storage, networking and other <br />physical devices, infrastructure and processes to create, process, store, secure and <br />exchange all forms of electronic data. <br />Kittitas County Conservation District (KCCD): The Kittitas County Conservation District <br />works with local landowners and land managers (public and private) to conserve natural <br />resources that are vital to the county economy and the county quality of life. KCCD <br />focuses on collaborative efforts to partner with landowners, public agencies, tribes and <br />the general public to create and maintain resilient working landscapes through voluntary <br />incentive -based measures. <br />Kittitas County Search and Rescue (KCSAR): An all -volunteer, non-profit organization, <br />formed in 1991 at the request of the Kittitas County Sheriff's Office. Provides personnel <br />for the Kittitas County Sheriff s Office to conduct search, rescue, recovery, and <br />evacuation operations, primarily within Kittitas County. KCSAR does not act in any <br />capacity except at the direction of the Sheriff's Office. <br />• Kittitas Valley Healthcare (KVH): A public hospital network that provides healthcare to <br />Kittitas County residents and surrounding areas. <br />• Levy: A local property tax passed by the voters that generates revenue to fund programs <br />and services that the state does not pay for. <br />• Limited Area of More Intensive Rural Development (LAMIRD): Areas outside an <br />established urban growth area designated as existing rural residential communities or <br />villages, areas of mixed -use activity, isolated areas of small-scale commercial/industrial <br />activity, and historic towns pursuant to RCW 36.70A. <br />• Mid -Columbia Fisheries Enhancement Group (MCFEG): A non-profit organization that <br />seeks to protect and restore wild salmon populations, their habitats, and ecosystem <br />Frequently Asked Questions <br />Page 187 <br />
