Staff Report by: <br />Brian Carlson <br />Budget and Finance Director <br />Topic: <br />2024 Personnel Request – <br />Treasurer <br />Meeting <br />BOCC Budget Hearing <br />October 26, 2024 <br /> <br />Summary: <br />• Treasurer is requesting a reclass of four existing “fiscal” positions to “accountant I”, per the revised 2023 <br />courthouse contract classification of finance positions. <br />• Treasurer proposes an offsetting reduction of one FTE to the current approved “roster”. <br />Background & Analysis: <br />• Treasurer’s review of Office staffing structure was in-progress at the time of Courthouse union revision <br />• Proposal is now ready for BOCC and union consideration <br />• Four positions move from “fiscal tech” to “accountant I”, at their respective “steps”. Salary increase for <br />the impacted positions range from 11% to 24%, excluding 3% COLA. <br />Cost = $52K/year, including benefits. <br />• Treasurer has an approved fiscal tech position that has been vacant for over a year, and can be safely <br />eliminated. Treasurer proposes a reassessment late in 2024 to determine whether any additional part- <br />time staff would be needed in 2025 and beyond to fully back-fill this eliminated position. <br />Savings = $85K/year, including benefits. <br /> <br />Conclusion / Next Steps: <br />• BOCC provide consensus direction and/or next steps to Treasurer and Finance Director <br />Page 2 of 12
