Staff Report by: <br />Brian Carlson <br />Budget and Finance Director <br />Topic: <br />Salary Survey <br />Preliminary Analysis <br />Meeting <br />BOCC Budget Hearing <br />October 26, 2023 <br /> <br />Summary: <br />• Preliminary calculations reflecting different implementation models to adjust wage ranges and step <br />structure <br />Background: <br />• This is a first, brief effort to orient BOCC and management to implementation methods and related costs <br />• The salary survey contemplates exempt and non-bargained positions; 130 total <br /> <br />Analysis: <br />• Staff extrapolated survey results to determine County variance from selected “comps” pay ranges <br />• Calculations reflect adjustments based on three metrics: variance from existing range low, mean, and <br />high <br />• Calculations to not make downward revisions to any position <br />• Aggregate salary for the group is apprx $10MM <br />• Modeling impacts between one-third and one-half of the group <br />• Cost impact range, including benefits: $200K - $450K (2% - 4.5%) <br />• Annual step-increase model reflects 2.5% increases annually; $250K <br />• Total cost range for “wholesale” implementation = $500K - $750K annually <br />• Staff will present other implementation models and refinements to calculations in future budget <br />meetings <br /> <br />Conclusion / Next Steps: <br />• Finance and HR will continue to analyze implementation methods, applicability, and impact <br />• BOCC receive and file; provide feedback and/or direction <br />Page 12 of 12
