There are sixteen (16) items being considered for amendment, either within the Kittitas County Code or Kittitas <br />County Comprehensive Plan. In summary, the proposed amendments include: <br />Docket Item 1— This item was proposed by Commissioner Osiadacz, this amendment proposes to amend KCC <br />17.08 definitions and 17.15 allowed uses ADU, gaining compliance with House Bill 1337 allowing 2 ADUs per <br />parcel in UGA's and allowing greater flexibility in administering the ADU code. <br />Docket Item 2 — This item was proposed by Kittitas County Community Development Services staff. This item <br />proposes amending KCC 17 to remove the 2.5 stories in zoning height restrictions and keep the 35-foot height limit. <br />Docket Item 3 — This item was proposed by Commissioner Wright, to change the land use and zoning designation of <br />parcel 10970 (Jhana Jordan property) to Rural Residential land use and Rural 5 zoning to allow for property to be <br />included in the UGA in the future. <br />Docket Item 4 — Community Development Services Staff proposes to update its zoning map to reflect approved <br />annexations that have been passed by the City of Ellensburg in 2022. Additionally, the land use tables in the <br />County's comprehensive Plan will be updated to reflect these annexations, and any rezones approved through this <br />Annual Comprehensive Plan Docket process. <br />Docket Item 5 — This item was proposed by Kittitas County Community Development Services staff. This item <br />proposes to amend KCC 17 to allow for commercial non -conforming uses to be rebuilt in same footprint and allow a <br />one-time expansion of 10% of building area. <br />Docket Item 6 — This item was proposed by Commissioner Osiadacz. This item proposes to amend KCC 17.15 Rural <br />LAMIRD Land Use Table to allow art galleries as a permitted use in the commercial zone instead of by Conditional <br />Use Permit. <br />Docket Item 7 — This item was proposed by Kittitas County Community Development Services staff. This item <br />proposes to amend KCC Title 17.92 to allow a maximum of 2 years extension of temporary permits. <br />Docket Item 8 — This item was proposed by Kittitas County Public Works staff. This item proposes to amend KCC <br />12 to replace the current road standards with an updated chapter. <br />Docket Item 9 — This item was proposed by commissioner Wright. This item will amend tittle 16.10 Boundary Line <br />Adjustments to allow non -conforming lots to be adjusted in a manner that no lot is decreased in size below a defined <br />building site area defined in the underlying zone in which the property is located. <br />Docket Item 10 - This item was proposed by public works staff. This item proposes changes to Title 14 to ensure <br />that the County meets Community Rating System and National Flood Insurance Program minimum requirements. <br />Docket Item 11— This item was proposed by Commissioner Wright. This item proposes to amend KCC 1.36.025 <br />PUD Calculations, by providing an example of the intent of the text. <br />Docket Item 12 — This Item was proposed by Commissioner Wright, this item proposes to amend title 17.13 Transfer <br />of Development Rights providing definitions and clarifying receiving site limitations as well as incentivizing the <br />TDR program to preserve agriculture and environmentally sensitive areas. <br />Docket Item 13 — This item was proposed by Community Development Staff. This item proposes to amend KCC <br />17.08 definitions and KCC 17.15 allowed use tables for contractor yards. <br />Docket Item 14 — This item was proposed by Commissioner Wright and the Fire Marshal. This item proposes to <br />amend KCC 14.04.010 adoption of referenced codes to amend fire flow requirements. <br />Docket Item 15 — This item is a citizen request to amend comp plan and rezone CP-23-00001 Parke Creek Landing. <br />Docket Item 16 —. This item is a citizen request for text amendment to add a definition of Travel Center and allow as <br />a nermitted administrative use in the rural LAMIRD use table. <br />
