NEPA requires federal agencies to assess the <br />environmental effects of their proposed actions prior to making decisions. It is enforced <br />by the United States Environmental Protection Agency (EPA). <br />• Office of Financial Management (OFM): The Office of Financial Management provides <br />vital information, fiscal services, and policy support that the Governor, Legislature and <br />state agencies need to serve the people of Washington. <br />• Public Utility District (PUD): Community-owned, locally regulated utilities that are <br />formed by a vote of the people. Unlike private utilities, public utility districts are run by <br />an elected, nonpartisan board of commissioners who are directly accountable to the <br />voters. <br />• Public Works Department (PWD): A department within the Kittitas County government <br />whose primary focus is infrastructure projects that are needed to facilitate development of <br />public infrastructure and public capital assets for the residents of Kittitas County. <br />• Real Estate Excise Tax (REET): Real estate excise tax is a tax on the sale of real <br />property. All sales of real property in the state are subject to REET unless a specific <br />exemption is claimed. REET processes are governed by the Washington State <br />Department of Revenue. <br />• Rural Arterial Program (RAP): A biennial road and bridge reconstruction funding <br />program in which counties compete for Rural Arterial Trust Account (RATA) funds <br />within their respective regions taken from fuel tax revenues. The RATA account <br />generates approximately $40 million per biennium. <br />• Salmon Recovery Funding Board (SRFB): Created by the Washington State legislature in <br />1999, the SRFB provides grants to protect and/or restore salmon habitat and assist related <br />activities. Composed of five citizens appointed by the Governor, and five state agency <br />directors, the board brings together the experiences and viewpoints of citizens and the <br />major state natural resource agencies. <br />• Search and Rescue (SAR): The search for and provision of aid to people who are in <br />distress or imminent danger.
