KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: November 13, 2023 TOPIC: No. 6 Road Speed Study Results ACTION REQUESTED: Schedule a Public Hearing receiving the Engineer's Report on the Request for Speed Reduction LEAD STAFF: Joshua Fredrickson RECOMMENDATION: Schedule a public hearing for December 5, 2023, receiving the County Engineer's report on the request for speed reduction on No. 6 Road (MP 0.00 to MP 1.02) BRIEFING SUMMARY: • Considering a speed reduction on Kittitas Highway (MP 1.03 to MP 2.36) Public Works is also proposing to reduce speeds on No. 6 Road (MP 0.00 to MP 1.02). • The speed study was conducted on October 5, 2023, to October 12, 2023. • Speed study data collected at MP 0.89. • Average daily traffic (ADT) of 3,400 vehicles, with 20% trucks. • ADT distribution is 51 % southbound and 49% northbound. • 85% speed at 51 Miles Per Hour (MPH). • 56 accidents in the past five years. BACKGROUND: Responding to a request received to reduce posted speed on Kittitas Highway, Public Works also collected data on No. 6 Road, deploying traffic data collectors October 5, 2023, and collected through October 12, 2023. Traffic and speed data was collected at mile post 0.89. This segment has 20 percent truck traffic within the average daily traffic distribution of vehicle size. Traffic at this location is split 50.6% southbound and 49.4% northbound. Overall 85t' percentile speed at this location is 51.0 MPH with directional speeds of 52.0 MPH southbound and 50.0 MPH northbound. DISCUSSION: 85t' percentile speeds show traffic is operating at a speed at the current speed limit of 50 MPH. There are 11 approaches along this segment of No. 6 Road, primarily serving residential and agricultural uses.
